Use ClearCore to create a citizen, customer, property, business or children’s Index.
Infoshare’s ClearCore enables you to automatically create and maintain a “single view” of a person, or any other entity, such as an address or an organisation or a child.
Whether your requirement is to gain a single view of a customer or a citizen, a single view of a property, a single business account or to create your Local Children’s Index – ClearCore will automate this index creation process. Such an index delivers the same single view of the citizen, or any other entity, across all systems, no matter how staff or citizens interact with the council.
ClearCore applies a unique identifier to create a people index that drives the identification and tracking of people for single view projects. For example, ClearCore is being used by a growing number of local government bodies to create their Local Children’s Index, to identify children that could be at risk.
The government invested over £10 million across ten trailblazer authorities, to spearhead the development of innovative approaches to information sharing and multi-agency working. The aim is to improve the sharing of information between agencies to ensure that children at risk of social exclusion are identified early, referred to appropriate services and monitored. The trailblazers were originally named Identification, Referral and Tracking (IRT) projects, but were later renamed to Information, Sharing and Assessment (ISA) following the creation of the new Children, Young People and Families minister and directorate in the Department for Education and Skills (DfES) in December 2003 and subsequently the Children’s Bill.

| Key challenges of creating a Single View |
- Legislative barriers to information sharing, e.g. Data Protection Act, Freedom of Information Act
- Technical barriers for electronic information sharing e.g. multiple sources, different databases, duplicate records, possible crucial inaccuracies in name and address data
- The need to develop a single unique identity number and common data standards for recording information.
- The need to validate, and enhance, address data against your corporate address gazetteer.
- The need to maintain historical data for matching, in recognition that people change identities over time

Infoshare’s ‘identity management’ solution, ClearCore, provides an automated solution to identify, track and monitor individuals across numerous organisations.
ClearCore enables social services and other child welfare-related agencies e.g. Youth Offending Teams, social services and education services to effectively share information and present decision makers with timely, accurate and proven data to prevent children ‘falling through the net’ of service provision.
Identity management problems occur when an individual is identified differently in different systems. Infoshare’s proven technology overcomes these issues through powerful cleaning and matching processes. This technology ensures that, for example, a record for “Victoria Climbié” in Social Services’ database can be matched with a record for “Vicky Climb” in a Health Systems’ database.
Comprehensive data protection where names and addresses are replaced by unique identifiers is provided by Infoshare’s Privacy Enhancing Technology (PET). The software cleanses, corrects and validates every record. Audit trails highlight which records cannot be matched or unreliable, so any inaccuracies can be traced back and resolved.
